significant obstacle for New Yorkers with disabilities to access services from City agencies or make use of the City’s transportation infrastructure. The DOI has gone beyond negligence, and has actively refused to perform its required duties to protect the rights of people with disabilities. The DOI plan must commit to performing its full duties to investigate corruption that interferes with accessibility.
